Joe Oyler

Captain Joe Oyler retired from American Airlines with over thirty-four years of flying, including international.  During his last four years he was in management as a Manager of Flight Safety.  He was the company representative to the ASAP (Airline Safety Action Partnership) safety reporting and tracking program.  He developed and implemented the FlightAssist Program, a post accident/incident Peer Support program dedicated to the prevention and mitigation of disabling stress (PTSD) through Crisis and Disaster Response Programs.  The Peer Support members were trained by the ICISF (International Critical Incident Stress Foundation) to assist the crewmember’s clear and responsive return to his/her family, company and the investigative process.  He also participated in incident/accident investigations with Mr. Curt Lewis of CL & Associates.  He is rated on the B-767, B-757, MD-80, B-727, flew co-pilot on the B-707, BAC-111 and is Sim rated on the DC-10 and A300-600.  He also has a Rotorcraft and Flight Engineer rating.

Prior to his management responsibilities, Captain Oyler organized and was Chairman of the Accident Investigation Committee for the pilot’s union, the Allied Pilots Association (APA).   He was Coordinator and member on eight NTSB Go-Team investigations.  He co-developed and assisted implementing the ASAP Program, a partnership between the Union, Company, and the FAA to identify and resolve safety problems in a non-punitive atmosphere before incidents and accidents occur.  Concurrent with his accident investigation duties, he was a member of the National Safety Committee and previously a member of the National Training Committee for the APA.  In preparation for the acquisition of the A300-600, Captain Oyler was trained in and evaluated the A300 training process for the union at AirBus in Toulouse, which led to the first agreement to train AAL pilots outside of CONUS.  He has participated in numerous industry, FAA, and NTSB workshops, projects, and evaluations.

Prior to his career with American, Captain Oyler was a U.S. Navy Pilot and had prior enlisted service as an Aviation Electronic Technician with 6+ years of service.  He is a member of ISASI, the International Society of Air Safety Investigators.
