John F. Montgomery, Ph.D., CSP, CHMM
An experienced ES&H Professional with comprehensive knowledge of state/federal OSHA, DOT, EPA (RCRA, SARA, Clean Air, Clean Water, CERCLA, NEPA, Title V), and Workers' Compensation Administration. Experience with domestic and international safety and environmental regulations, work experience with the United Nations Framework Convention on Climate Change, the International Civil Aviation Organization, and the International Air Transportation Association. Experience in System Safety Analysis, Loss Control, Accident Investigation and Reconstruction and Fault Tree Analysis and Safety Management Programs.
Dr. Montgomery is presently the Vice President of Safety for Air Serv Corp, a growing aviation service company with headquarters in Atlanta, Georgia. He is responsible for twenty plus domestic and international stations.
Prior to joining Air Serv, he was with American Airlines for sixteen years, during which time he served as the Corporate Manager of Ground Safety, Corporate Manager/Acting Managing Director of the Environmental Department and most recently as the Manager of the Noise and Emissions Regulatory Program. He was named the first Corporate Manager of the American Airlines Environmental Department, started in 1991, to consolidate American Airlines various environmental initiatives. The American Airlines Environmental Department is responsible for and provides oversight for the AMR Corporate Environmental initiatives. He began the Noise and Emissions Regulatory Program in 2000 to meet domestic and international noise and emission initiatives from the FAA, EPA and international regulatory agencies (UN, EU).
Prior to joining American he was the Corporate Manager of Safety and Lost Time at Sky Chefs, spent time in the industrial sector, and was an Assistant Professor/Lecturer at several universities including: Texas A&M University, Central Missouri State University, Central Oklahoma University, and Lamar University.
He holds three advanced degrees including a Doctorate of Philosophy Degree from Texas A&M University. He holds two Professional Certifications including: Certified Safety Professional (Safety) and Certified Hazardous Material Manager (Environmental). He is a frequent speaker at industry meetings and seminars, was an editorial advisor to Safety and Health Magazine, and is the Editor in Chief for the 1996 and the 2000, two volume Accident Prevention Manual for Industry and Business, published by the National Safety Council.
Dr. Montgomery was an active member in the Air Transportation Association (ATA) and was selected by the ATA Environmental Committee as their 1997 Committee Chairman. He was also a member of the ATA International Noise Advisory Committee, the Domestic Noise Committee and the Emissions Task Force. He was appointed to the International Air Transport Association’s Environmental Task Force (ENTAF) as one of three representatives from North America and was appointed by ENTAF to be the IATA representative to the International Civil Aviation/Committee on Aviation Environmental Protection/Working Group 3 (Aircraft Technical), Working Group 4 (Operational Measures to Reduce Emissions) and Working Group 5 (Market Based Options). He was named Rapporteur of the IATA Emissions Sub Group and a delegate to the United Nation’s International Civil Aviation Organization. He was a contributor/reviewer for the United Nation’s Intergovernmental Panel on Climate Change (IPCC) review of the effect of aircraft emissions on the environment published in June 1999.
